Recently, focusing on how to effectively supervise the safety of special equipment, reduce and make up for the economic losses caused by the safety accidents of special equipment, further improve the ability of special equipment users and manufacturers to resist risks, improve the risk resolution mechanism, and maintain social stability, the Quality Supervision Bureau of cities in Shandong Province has put forward new ideas to actively promote the work of special equipment liability insurance.

At present, 5269 sets of special equipment (excluding gas cylinders and pressure pipes) have been registered in the city, involving 851 users. There are 4477 sets of special equipment in use, including 139 sets of boilers, 1955 sets of pressure vessels, 1175 elevators and 1006 sets of lifting machinery. There are 120 special equipment production units (including design, manufacturing, installation, transformation, maintenance, etc.) in the city, including 30 pressure vessel manufacturing enterprises, 2 lifting machinery production enterprises, 50 gas filling units (including 40 liquefied petroleum gas filling stations), 26 vehicle gas cylinder modification (CNG) units, 8 boiler and pressure pipeline installation units, and 4 elevator maintenance units; In addition, the city has more than 14000 industrial gas cylinders, 4277 automobile gas cylinders, and more than 100000 liquefied petroleum gas cylinders. With the continuous increase of the number of special equipment, a series of potential safety problems have gradually become prominent. In particular, individual enterprises have a weak sense of responsibility and safety, less training and less investment, which leads to hidden dangers in the production safety of enterprises. In some enterprises, the mobility of personnel is large, resulting in many employees carrying out safety technical operations without training, and there is a phenomenon of working without certificates. In addition, the safety accidents of special equipment are very easy to cause casualties. After the accidents, the problems of "difficult compensation and difficult handling" are also very easy to occur, causing great harm to the enterprises and the families of the casualties. Some small and medium-sized enterprises with small scale, weak strength and low risk resistance even "fail to recover" because of the safety accidents, thus transferring the corporate responsibility and losses to the government and society. The implementation of special equipment liability insurance is to introduce the risk management function of insurance into the special equipment safety supervision system, better realize the organic combination of risk professional management and special equipment safety supervision, and finally reduce the occurrence of accidents, promote the safety management of special equipment, and improve the response and handling ability of special equipment emergencies by strengthening the pre event risk prevention.

It is reported that the scope of special equipment liability insurance promoted by the city is mainly the use and manufacturing units of special equipment such as boilers, elevators, pressure vessels and lifting machinery. First of all, special equipment such as passenger elevators, escalators and steam boilers used in 11 public gathering places such as schools, kindergartens and shopping malls determined in accordance with relevant regulations will be promoted; Secondly, the power station boilers in use in 7 thermal power plants and the elevators in use in high-rise buildings constructed by 82 construction units; Thirdly, the pressure vessels and pressure pipelines used by 85 large and medium-sized meat products enterprises involving ammonia; Finally, pressure vessels or lifting machinery produced by 32 special equipment manufacturing enterprises. The specific promotion steps are as follows: Recently, the city held a special equipment liability insurance promotion meeting to fully publicize and mobilize, improve social awareness, and actively guide and urge relevant units to take out special equipment liability insurance as required; Next year, we will complete the promotion of liability insurance for power station boilers that focus on monitoring special equipment and thermal power plants; In the following year, we will gradually complete the promotion of liability insurance for special equipment such as pressure vessels and pressure pipelines of elevators in high-rise buildings and large and medium-sized meat products enterprises involving ammonia.
