1、 General requirements

Adhere to the policy of "safety first, prevention first and comprehensive treatment", and adhere to the safety production law, regulations on safety production management of construction projects Based on the regulations on work safety license and other laws, regulations and technical standards, establish a three-level inspection and supervision mechanism for hidden dangers of construction safety accidents in autonomous regions, League cities and banner counties, focus on the implementation of the main responsibility of enterprise safety production, strengthen the responsibility of safety management on the construction site and implement preventive measures, and aim at curbing the collapse of construction hoisting machinery scaffolds and other collapse accidents in the field of engineering construction, highlight the key points and focus on rectification, Promote safe production.

2、 Regulation objectives

Through special rectification, further strengthen the safety supervision on the construction site of the project under construction, promote the implementation of the main responsibilities of the construction parties, improve the safety production supervision and management system, promote the standardization and standardization of the safety production on the construction site, improve the overall level of the safety production of the project construction, effectively prevent the collapse accidents of the lifting machinery and scaffolding, and ensure the safety of the project construction.

3、 Scope and content of rectification

（1） Regulation scope

The collapse accidents of lifting machinery and scaffolds in the field of engineering construction shall be specially rectified.

（2） Rectification contents

1. Check whether the project legal person has full-time safety production management qualification; Check whether the accident emergency plan is prepared.

2. Check the implementation of the safety production responsibility system of the construction unit; Establishment and staffing of safety management organization; Implementation of safety production training, regular meeting and inspection system; Safety protection of construction and production sites; Whether the construction unit holds the safety production license; Check the allocation of labor protection articles and the technical training and work with certificates of special operation personnel;

3. Check whether the supervision unit has perfect rules and regulations and the implementation of safety production responsibility system; Check the hazard source troubleshooting records on the construction site; Check the safety production knowledge training of supervisors.

4. Check the high slope, large formwork support system, lifting machinery, construction site enclosure and temporary facilities as well as the risk sources of collapse and collapse accidents. It is important to check whether the excavation, support and monitoring are carried out in accordance with the provisions of the standard specifications, whether the registration, installation, removal and use of lifting machinery meet the requirements, and whether the erection, acceptance, use and removal of scaffolding and formwork meet the requirements.

5. Inspect the construction site, and seriously investigate and deal with illegal command, illegal operation and violation of labor protection discipline.

4、 Main tasks and measures

（1） According to the law, the main responsibilities of the construction, construction, design, supervision and other construction parties in the field of engineering construction shall be implemented, the institutions shall be improved, sufficient supervision personnel shall be allocated, rules and regulations shall be improved, safety measures shall be refined, and responsibilities at all levels shall be implemented. All League cities have formulated emergency plans for collapse accidents in combination with the actual situation to improve the emergency response capacity of collapse accidents.

（2） Implement and improve various construction safety technical measures, increase safety investment, withdraw the safety production cost in full according to the requirements, strengthen the inspection of hazard sources in key parts and key links of construction, and find and timely investigate and treat hidden dangers.

（3） The construction site that does not meet the safety production conditions shall be rectified within a time limit. If the major hidden dangers are not eliminated and the construction safety cannot be ensured, the construction shall be ordered to stop and the operators shall evacuate the dangerous area immediately.

（4） Strengthen the safety construction and standardized management of safety production of construction enterprises and improve the production safety level of construction enterprises.

（5） Supervise and urge the construction enterprises to carry out safety training for the main principals, project principals and full-time safety production management personnel of the construction enterprises, especially strengthen the safety training for new employees and migrant workers, and enhance the safety awareness and risk avoidance skills. The construction "three types of personnel" and special operation personnel must be strictly assessed and take up their posts with certificates. Other employees must be trained and qualified before taking up their posts.

5、 Time stage arrangement

The special rectification work is divided into five stages:

（1） Deployment start-up stage: before the end of June, the offices of the municipal Safety Committee of each league and city, together with the housing and Urban Rural Development Bureau (Committee), will study and formulate a special rectification plan according to the characteristics of the special rectification work in the field of engineering construction to prevent collapse accidents such as lifting machinery scaffolds, clarify the work objectives, implement the work responsibilities, and carry out department deployment.
（2） Self inspection and self correction stage: from July to August, the housing and Urban Rural Development Bureau (Committee) of each league and city shall guide and urge the construction enterprises and construction project legal persons within its jurisdiction to actively organize and carry out self inspection and self correction in the way of self inspection by the construction unit, inspection by the supervision unit and rectification by the project legal person in combination with the characteristics of potential safety accidents and weak links of safe construction.

（3） Inspection and supervision stage: from September to November, the offices of the municipal Safety Committee of each league, together with the competent departments of housing and urban rural construction, shall carry out inspection and supervision on the key enterprises and key projects in the region on the basis of self inspection and self correction of enterprises and projects.

（4） Supervision and guidance stage: in late September, the office of the safety committee of the autonomous region sent an inspection team to supervise and inspect the implementation of the special rectification of potential construction safety accidents in each league and city.

（5） Summary and analysis stage: from late November to December, the competent departments of housing and urban rural construction of each league and city will analyze, study and summarize the special rectification work that has been carried out, put forward opinions and suggestions on improving construction safety prevention measures, and submit the work progress and special rectification work summary to the office of the safety committee of the autonomous region before November.

6、 Job requirements

（1） Raise awareness and strengthen leadership. The office of the safety committee of each league and city and the competent department of housing and urban and rural construction should attach great importance to the special rectification work.
