2、 Work objectives

Through special rectification, we will further strengthen the safety supervision on the construction site, promote the implementation of the main responsibilities of all parties involved in the project construction, improve the safety production management system, promote the standardization of safety production on the construction site, pay close attention to the investigation and treatment of hidden dangers, correct violations and violations, improve the overall level of safety production in construction, and effectively prevent large formwork support system, lifting machinery, bridges, tunnels, deep foundation pits The occurrence of construction collapse accidents such as high slopes will reduce the total number of construction crane and scaffold collapse accidents, and strive to achieve the goal that the number of collapse accidents and the number of deaths in the construction industry will continue to decline in 2013, with the number of major accidents falling by no less than 3.2% and the number of deaths in construction accidents falling by no less than 1%.

3、 Key points of special rectification

The focus of this special rectification is on the following potential safety hazards and illegal operations in various links such as lifting machinery, bridge crane, scaffold and formwork support system in the engineering construction field:

（1） The system of shift leader of the enterprise and the project leader, supervision on-site, equipment "fixed personnel, machine, post and responsibility" is not perfect or not implemented in place;

（2） The hidden danger investigation and treatment work system is not perfect, the responsibility is not clear, the measures are not implemented, and the rectification is not in place;

（3） The lifting machinery fails to be inspected as required or fails to pass the inspection, and the special scheme and approval are not formulated for its installation, disassembly (jacking) operation, the operation process is not strictly implemented in accordance with the scheme and relevant technical regulations, and the daily maintenance is not carried out as required;

（4） The scaffold erection fails to formulate the construction scheme and approval as required, fails to erect and dismantle according to the construction scheme and standard procedures, fails to meet the requirements of the regulations and schemes, and the steel pipes and fasteners are not inspected or unqualified after the inspection;

（5） Incomplete operation procedures or construction schemes, lack of pertinence and operability, chaotic site management, illegal operation, illegal command and violation of labor discipline;

（6） The principal of the construction enterprise and other three categories of personnel have no safety production assessment certificate, the special operation personnel have no operation certificate, and the construction personnel have not received the three-level education and training or the education and training are in a formality;

4、 Schedule

The special rectification is carried out in three stages by means of self inspection by enterprises, comprehensive inspection by relevant departments and spot check and supervision by the office of the County Safety Committee.

（1） Self inspection and rectification stage. From August to September, the competent department of the industry shall conduct a comprehensive investigation on the construction sites in the engineering construction field within its jurisdiction, grasp the basic data, and formulate targeted special treatment implementation plans. 5、 Main tasks and measures

（2） Strengthen safety supervision and implement the main responsibility. The construction unit shall carry out safety investment according to the provisions and strengthen the process supervision on the implementation of safety production responsibilities by all parties involved in the construction. The construction enterprise shall implement the main responsibility of safety production, establish and improve the special rectification self inspection and rectification account, and form closed-loop management.
