Special rectification work plan for preventing collapse accidents of construction hoisting machinery scaffolds

In accordance with the requirements of the notice of the safety committee of the State Council on deepening the special rectification work for preventing collapse accidents of construction cranes and scaffolds in the field of engineering construction (Anwei [2013] No. 5), and in combination with the construction safety production work deployment of the Ministry, the special rectification work for preventing collapse accidents of construction hoisting machinery, scaffolds and formwork support systems is hereby formulated as follows:

1、 Regulation objectives

By continuing to carry out in-depth special rectification work to prevent collapse accidents of construction hoisting machinery and scaffolds, further implement the main responsibility of the enterprise for safe production, timely eliminate potential safety hazards on the construction site, effectively prevent and curb collapse accidents of construction hoisting machinery, scaffolds and formwork support systems, and promote the continuous and stable improvement of the national construction safety production situation.

2、 Scope and focus of rectification

（1） Regulation scope

Housing construction and municipal infrastructure works.

（2） Key points of rectification

1. Implementation of safety production responsibilities of the construction unit, construction unit, supervision unit, steel pipe fastener leasing unit and construction lifting machinery leasing, installation, use, inspection and testing unit;

2. The main principal of the construction enterprise, the project principal and the full-time safety production management personnel with certificates; Construction lifting machinery drivers, installation and disassembly workers, riggers, scaffolders and other special operators with certificates;

3. The implementation of the system of property right filing, installation notification, inspection and testing, installation acceptance, use registration, maintenance and other systems of construction hoisting machinery;

4. Acceptance of materials and foundation before erection of formwork support system, safety technical disclosure, inspection and acceptance after erection, as well as implementation of concrete pouring process and on-site monitoring;

5. Preparation, review, expert demonstration and implementation of safety special construction scheme for divisional and subdivisional works with high risks such as installation and dismantling of construction lifting machinery, erection and dismantling of scaffold and formwork support system;

6. Promotion and application of advanced technologies such as safety monitoring system of construction hoisting machinery, finalization and tool type formwork support system;

7. Investigation and treatment of collapse accidents of building lifting machinery, scaffold and formwork support system.

3、 Time schedule

（1） Deployment start-up stage: before the end of June 2013. The competent departments of housing and urban rural construction in all localities shall, in combination with the actual situation of local construction safety production, carefully analyze the current situation of safety production, find out problems, put forward countermeasures, formulate special rectification work plans, and make corresponding deployment and implementation.

（2） Self inspection and self correction stage: July to September 2013. The competent departments of housing and urban rural construction in all localities shall guide and urge the construction enterprises and projects under construction within their jurisdiction to study, publicize and implement the relevant requirements of the special rectification work plan, seriously carry out self-examination and self correction, and promptly correct the problems found.

（3） Inspection and supervision stage: from October to mid November 2013. The competent departments of housing and urban rural construction in all localities should inspect the key enterprises and key projects in the region on the basis of self inspection and self correction of enterprises and projects. Urge the enterprise to rectify the problems and hidden dangers found immediately.

Our department will supervise and inspect the special rectification work in some areas on the basis of local inspections.

（4） Summary and analysis stage: from late November to December 2013. The competent departments of housing and urban rural construction in all localities shall comprehensively summarize and analyze the implementation of the special rectification work in their respective regions, study and put forward opinions and suggestions on the in-depth special rectification work according to the relevant inspection conditions, and form a summary report on the special rectification work.

4、 Job requirements
