A few days ago, Shaanxi Province started the special rectification work to prevent collapse accidents of construction hoisting machinery and scaffolding in combination with the current construction safety production practice. The renovation will end in the middle of November, and all housing buildings and municipal infrastructure projects under construction in the province are included in the renovation.

This special rectification involves 10 aspects, including the unsound or inadequate implementation of the systems such as the shift leader of the enterprise and the project leader, the on-site supervision, and the "fixed personnel, fixed machines, fixed posts and responsibilities" of the equipment. It also includes the preparation, review, expert demonstration and implementation of the special construction scheme for safety of divisional and subdivisional works with high risks such as the installation and dismantling of construction hoisting machinery, the erection and dismantling of scaffolds and formwork support systems.

Shaanxi Province requires construction administrative departments at all levels to establish and improve the access system for leasing and installation enterprises, strengthen the qualification management of employees, and fully and strictly implement the system of "fixed personnel, fixed machines, fixed posts and responsibilities" in view of the problems exposed in the leasing, installation, use, removal, inspection and testing of lifting machinery in the field of engineering construction in recent years. Strictly implement the main responsibility of enterprises, strictly investigate and deal with the "three violations" of operators, strengthen scientific and technological support, improve the technical level of construction safety, strengthen education and training, and strive to promote the construction of safety production standardization.
