On April 15, the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China issued the white paper on the safety status of special equipment in China in 2007. The white paper consists of four parts, including the basic situation of special equipment, the safety status of special equipment, the implementation of special equipment safety supervision in 2007 and the focus of special equipment safety supervision in 2008.

According to the white paper, in 2007, the number of special equipment registered in China reached 4.4332 million, an increase of 9.8% over 2006. In addition, there were 132 million gas cylinders and 621700 kilometers of pressure pipelines. There are 4.0902 million special equipment operators with certificates in China, of which 123.24 were assessed and issued certificates in 2007. There are 40300 special equipment production units (including design, manufacturing, installation, transformation, maintenance and cylinder filling) in China, an increase of 6% over 2006. Among them, there were 2609 design units, 11034 manufacturing units, 13705 installation, transformation and maintenance units, and 12934 gas cylinder filling units.

In 2007, the national quality inspection departments carried out 2.707 million times of law enforcement supervision and inspection of special equipment, and ordered to rectify 363000 potential accidents. The special equipment inspection agency supervised and inspected the manufacturing process of 1312900 special equipment and its components, and found and urged enterprises to handle 53400 quality and safety problems; Supervision and inspection were conducted on the installation, transformation and maintenance of 428200 special equipment, and 172200 quality and safety problems were found and handled; 2241800 sets of special equipment in use were regularly inspected, and 484000 quality and safety problems were found and handled.

In 2007, there were 256 special equipment accidents, 325 deaths and 285 injuries. The direct economic loss was 33.3703 million yuan, down 14%, 2.7%, 18% and 4% respectively over 2006. Among them, there was 1 major accident, 1 major accident, 21 major accidents and 233 general accidents. In 2007, the number of accidents of 10000 equipment was 0.81, and the number of deaths of 10000 equipment was 0.90, down 2.4% and 4.3% respectively from 2006. The control index of less than 0.92 deaths and less than 327 deaths of 10000 special equipment issued by the safety committee of the State Council was completed. At the same time, the accident rate of special equipment has decreased for 8 consecutive years since 2001.

From the analysis, the main cause of special equipment accidents is illegal use. There were 202 accidents caused by illegal use, accounting for 79% of the total number of accidents. This is manifested in the use of illegal equipment, improper maintenance of safety accessories, and illegal operation of operators. It mainly occurs in special equipment such as boilers, pressure vessels, elevators, lifting machinery, motor vehicles in the yard (factory). Accidents of lifting machinery, elevators and gas cylinders are still high. Among the 256 accidents, there were 84 hoisting machinery accidents, 33 gas cylinder accidents and 33 elevator accidents, accounting for 58.6% of the total. The increase of motor vehicle accidents in the site (plant) is the largest.

According to the white paper, in 2007, the national quality inspection departments took "building a system, ensuring safety and promoting development" as their own responsibility and carried out in-depth special rectification to effectively curb the high incidence of accidents. We will vigorously strengthen system construction and lay a solid foundation for our work. We will continue to promote reform and innovation and constantly improve work efficiency. Carefully implement the supervision in place and effectively control all kinds of accidents. Explore and carry out energy-saving supervision, and the service role is increasingly strengthened.

In 2008, the quality inspection department will further consolidate the basic system of safety supervision throughout the whole process, ensure the safety of special equipment for the Olympic Games, carry out in-depth investigation and treatment of hidden dangers, actively promote the energy-saving review and supervision of high energy consumption special equipment, constantly improve the safety supervision system, innovate the working mechanism, and strive to achieve greater results in ensuring safety and promoting development. During the Olympic Games, there will be no accidents in the core area, no fatal accidents in the buffer zone, no major accidents in the host city, and no accidents with major impact throughout the country. In the whole year, the number of accidents of 10000 special equipment was controlled below 0.77, the number of deaths of 10000 special equipment was controlled below 0.88, and the total number of deaths was controlled below 318; We launched energy-saving review and supervision of high energy consumption special equipment, completed energy-saving transformation of 10000 industrial boilers, water treatment of 100000 boilers reaching the standard, and energy-saving knowledge training for 200000 stokers.
