The number of special equipment in use in China has increased rapidly, and safety has become a prominent problem. According to statistics, by the end of 2007, the number of boilers, pressure vessels, elevators, lifting machinery, passenger cableways, amusement facilities, and motor vehicles in the yard (factory) had reached 4.4332 million, and the number of civil and industrial gas cylinders had exceeded 100 million. The pressure pipeline was nearly one million kilometers. Especially in recent years, with the acceleration of the process of building a well-off society in an all-round way, special equipment such as elevators and lifting machinery has grown rapidly, The average annual increase rate of equipment is more than 10%.

"At present, the safety situation of China's special equipment is very serious. Compared with developed countries, the evil situation of special equipment occurs from time to time." He said, "it is necessary to strengthen the safety work of special equipment according to law and improve the safety awareness and legal concept of the whole society."

It is understood that China's special equipment safety regulation system is extremely imperfect. The supervision and management system for the design, installation and use of pressure pipelines, the supervision and management system for motor vehicles in the site (plant), the accident handling system for special equipment and the safety liability insurance system for special equipment have not been fully established. It is necessary to formulate and perfect supporting administrative regulations, rules and a large number of safety technical specifications. In addition, China's current special equipment laws and regulations are far from those of developed countries, and cannot meet the requirements after China's accession to the WTO.
