Lack of responsibility is the main cause of the accident

On August 9 this year, a tower crane of Junzhi champagne Mansion Project in Yandu District of Yancheng collapsed, killing 3 people. On August 16, during the construction of Dongjun Huayuan community in Wujin District, Changzhou, the construction elevator suddenly fell from the 9th floor, and five workers in the elevator cage died after rescue. On September 7, a tower crane in Nantong central business district overturned, resulting in three deaths and four injuries. The day before, the state housing and Urban Rural Development Commission had just interviewed Jiangsu about the previous two accidents.

The three accidents were all caused by mechanical equipment failure, of which the first two have been identified as responsible accidents. The person in charge of the engineering quality and safety supervision department of the Provincial Department of housing and urban rural development analyzed that the deviation of the center of gravity of the tower crane caused by the illegal operation of the operators was the direct cause of the Yancheng accident; The Changzhou accident was caused by a painter without professional skills who operated the elevator without permission. The operation process in Nantong accident is standardized, and the cause of the accident shall be determined after the tower crane material is tested.

"The tendency of frequent occurrence of major accidents in construction in the short term should be curbed." Xu Xuean, deputy director of the Provincial Department of housing and urban rural development, said. As of September 16, 28 accidents have occurred in the construction field of Jiangsu Province this year, with a year-on-year increase of 33.4%, of which the number of major accidents has increased by 50%, while the maximum number of major accidents given by the state to Jiangsu construction this year is 4. He frankly said that basically all accidents can find the problem of lack of responsibility.

Layer upon layer subcontracting, leaving hidden dangers along the way

Not long ago, according to the unified deployment of the provincial government, the Provincial Department of housing and urban rural development secretly visited 56 projects under construction in the province, found 142 potential safety hazards, and issued 7 rectification notices. The problems found include the absence of project manager, safety officer and project director, the formality of safety education, and the special operation personnel holding invalid certificates. Among them, the most serious problem is that the responsibility is not implemented after the project is subcontracted at all levels.

There was no construction permit for an electrical expansion project in Xuzhou. The project manager left his post. During the construction, many people did not wear safety helmets, and the reinforcement and mixing machinery were not equipped with protective sheds. The upright poles of many scaffolds were bent, deformed and inclined, and the tower crane bolts were loose.

"Safety responsibility is divided from general contracting to construction, supervision, construction and other units. If any link is not in place, it will be 'lost'." Wang Xiaofeng, deputy director of Nanjing work safety supervision station, introduced that super high-rise buildings, urban rail transit and municipal infrastructure are accident prone areas, and construction site formwork engineering, lifting machinery, foundation pit engineering and temporary power supply are key parts and links prone to accidents.

At present, there are 83000 projects under construction in the province, with a total project area of 714.1 million square meters, accounting for 9.09% of the national total. 5 million people are working in construction, and the quality of personnel is mixed. "On average, each construction quality supervision and safety supervision personnel has to supervise 400000 square meters, and in some areas it has reached 800000-1 million square meters. Therefore, it is fundamental to implement the corporate responsibility." Xu Xuean introduced that in the future, "Civil Air Defense + technical defense" will be carried out simultaneously. First, the frequency of secret visits will be increased, cross inspections will be arranged in various cities, and the punishment of the responsible person for the accident will be strengthened; Second, establish a wireless positioning management system to deal with the phenomenon of off-duty.

"Construction before approval" frequently leads to regulatory vacuum

Some "construction before approval" projects have become "vacuum zones" for safety supervision. "These projects do not perform the basic construction procedures, the procedures are incomplete, or the procedures are completed after the commencement, and the approval procedures are inverted. They do not go to the construction administrative department for filing and reporting for supervision, resulting in the quality and safety being out of the supervision." Xu Xuean frankly said that government projects, economic development zones and industrial parks have the most serious investment projects, such as subway, roads and bridges, large industrial and commercial enterprises.

In April this year, the lobby under construction of Lianyungang Huaguoshan Hotel suddenly collapsed, causing 2 deaths and 5 injuries. The safety supervision department intervened in the investigation and found that it was "built before approval". Not long ago, a 6-story building under construction in Jiangpu sub district, Pukou District, Nanjing was exposed by netizens. The project name, building area, construction, design, safety supervision, construction, quality supervision, supervision units and other information on the bulletin board of the project were all blank. The planning office and Construction Engineering Bureau of Pukou District confirmed that they had not obtained the planning and construction permit.

Professor Li Yang, director of the public management teaching and Research Department of the Party School of the provincial Party committee, believes that "construction before approval" reflects the impulse of investment and the fluke mentality. Local governments should establish a correct view of political achievements and people's livelihood, and take the lead in paying attention to safe production. The Provincial Department of housing and urban rural development is formulating opinions on strengthening safety and quality supervision, the core content of which is to standardize the project construction procedures, strengthen the inspection, and immediately stop the "construction before approval" project once it is found.
